Nardole did have a screw loose and his arm made a sound like a faulty servo. He was once just a head, so he must have got a body from somewhere, whether robotic or only partly.
I also really, really hope it's for Bill's sake and not any other weird convoluted reason from the past. I heard somewhere she's only getting one season which is a huge pity; I like her a lot.
