That's my working theory as well. That, and I'm thinking that the Time Lords are all sitting inside the Master's head having a party.
You know, much as I love the crack, I kind of wish I'd been the one writing this episode. Or, you know, anyone but Rusty. There is so much they could have done to make it epic, instead I just spent the whole episode waiting for the punchline.
(granted, it was a pretty epically lulzy punchline)
