Well, since it seems to tend to be the PM on the phone, it could be David Lloyd George. :-D (But I like the Wilf suggestion, too). Any random historical figure would amuse me, but I bet you'll come up with something fun. A companion complaining about being left somewhere, only getting the wrong incarnation of the Doctor.
