I trust my flist not to use it on purpose in a locked post, but sometimes people just click without looking or hit the wrong thing.

This is exactly my concern, too. It's not likely to affect me too much personally as I don't have many flocked posts, but I'm very upset by the major!fail this change entails -- a locked post should be locked. That applies to comments as well.
